    Statement of Purpose

    The Denver Regional Council of Governments Area Agency on Aging receives both federal Older Americans Act and State Funding for Senior Services funds to provide community-based services to older adults. DRCOG works collaboratively with service providers by granting a portion of these funds to programs that serve adults aged 60 and older. The purpose of the OAA and SFSS funds is to allow older adults to live independently for as long as possible. This goal is achieved by funding a variety of services defined in the Older Americans Act. DRCOG seeks proposals from organizations that provide one or more of the following services to older adults: in-home services, caregiver services, nutrition services, transportation, legal assistance, and others.

    Service Area and Organization Overview

    DRCOG is a planning organization, where local governments collaborate to establish guidelines, set policy, and allocate funding in the areas of transportation and personal mobility, growth and development, and aging and disability resources. DRCOG is the federally designated Area Agency on Aging for eight counties in the Denver metro region. As the designated AAA, DRCOG is responsible for periodically assessing the strengths and needs of the region’s older adults, developing a four-year Area Plan on Aging designed to address those needs, and advocating on behalf of older adults at a local, state, and national level.

    Grants awarded through this NOFO fund services in the AAA’s eight-county region. This region includes Adams, Arapahoe, Clear Creek, Douglas, Gilpin and Jefferson Counties, the City and County of Broomfield and the City and County of Denver. All services funded through this NOFO are overseen by the Colorado Department of Human Services, State Unit on Aging, as well as the federal Department of Health and Human Services.

    DRCOG estimates the following amount of funding will be available for services beginning July 1, 2026, and ending June 30, 2027.

    The amount of funding listed is an estimate of the amount that may be available for this NOFO. Please review the eligible services list to see which services are eligible for the different funding streams. Awards are subject to funding appropriations from the state and federal governments. As such, final awards may be reduced or cancelled if funding appropriations are significantly below the estimated level for this NOFO. If appropriations to DRCOG are significantly higher than anticipated, DRCOG may either issue another NOFO for services or allow its grantees to request additional funds.

    DRCOG must meet its obligations for funding required services under Title III Part B in the State’s Policy and Procedure Manual Section 701.c. This includes a certain level of funding for access services (e.g., transportation), legal assistance, and in-home services (e.g., chore, homemaker, etc.). After meeting these obligations, DRCOG will prioritize Title III Part B and State Funding for Senior Services funds for services most critical for meeting basic needs, which include nutrition services (home delivered meals, congregate meals, and material aid – food or groceries), transportation services and in-home services. Other supportive services (e.g., counseling, education, information and assistance, etc.) or services allowed under Title III Part D and Part E will be considered secondary.

    Minimum and Maximum Awards

    It is recommended that each submitted proposal requests a minimum of $75,000 of federal or state funding. DRCOG accepts proposals requesting less than $75,000 but asks respondents to provide a brief justification of why DRCOG should fund a proposal that is below the recommended minimum amount. DRCOG does not have a set maximum award for this NOFO.

    Required Matching Funds

    Applicants must provide the minimum required local share based on the services requested as outlined in Table 2. The local share provided can include either in-kind contributions or cash match. Applicants must identify the source of match funding to support the program in the budget section of the proposal. Revenue from other federal grants cannot be utilized to match these federal and state dollars. Funding used to match these grants cannot be used to meet the match requirement of any other grant. The use of in-kind match must be clearly documented, kept on file, and made available for review upon request. While not required, DRCOG encourages providers to use cash match to provide at least 10% of the minimum local share. The inclusion of cash match provided is a factor when evaluating proposals.

    Awarded funding is available for the state fiscal year beginning on July 1, 2026, and ending June 30, 2027, and may include, at DRCOG’s discretion, an option to renew funding for an additional year.

    Who can apply?

    Any organization that provides one or more of the eligible services to adults aged 60 and older are eligible to apply. This includes non-profits, local governments, and for-profit businesses. Public and private partnerships are also eligible to apply for funding. DRCOG does give preference to disadvantaged business enterprises as required in the State’s Rule Manual Volume 10 Section 10.304.1.

    What is not eligible for funding?

    Services provided to anyone under the age of 60, or services not included in the eligible services list.
